Mine are also pee pad trained....in the house, they will use the pads....if it is wet outside, I will let them run to the garage, where I will put down a pee pad, which they will use...the garage is their play area when it is raining outside (I will back my car out and they have run of the entire space) or if it has rained and it is too wet to go play outside, we all go to the garage....I have a chair out there, a TV, toys for the garage, and we just sit out there and play....they run like maniacs and have a ball, stay clean and dry, and I am loving it! When it is dry outside, they go outside and do potty.
