You have every right to call animal control and find out what they did concerning your call. They may have just given them a warning so the people are keeping the goats out of sight. Do they have an out building to put the goats in? It is a disgrace but there are many people who neglect and abuse farm animals and for the most part it is not reported because no one is aware of it. Kudos to you for doing something!
