Not neccessarily, personally I prefer Harley to be slightly infront of me on a loose lead. If he's heeling I'm stepping on him cause he heels too close.
If you don't want to jog with her you could try what I did to get Harley to do a "heel" infront of me. I would walk with him and if the lead tightens I stop. as soon as the lead loosens (ie he comes back to me) I start walking again, and "click" or say good, the reward is the ability to move forward again. You wont get very far the first week in walks, but now he only pulls when he's really excited, and even then he'll usually return back to position really quickly I usually only have to stop once a walk. How close of a heel you want will determine how close to you they should come before you start walking again. With Harley I only want a loose leash, he doesn't need to be by my side, so as soon as the tension leaves I start walking, if you wanted a real heel you'd wait for them to come all the way to you.
