I am so sorry your Ellie is so sick. If you can go there, I highly recommend Texas A&M at College Station. I was there this past year and saw the neuro department with one of my foster pups who has hydrocephalus and a few other neuro issues.
They will advise you about whether anything else can be done. At least then, no matter what, you will know that you did all that you can.
