Default pulling on leash

Not being one to really believe in magic fixes, I'm hoping to find one here. My nine month old yorkie pulls way too much on the leash. She's gotten better and will actually walk well sometimes down a quiet street, but she lunges (non aggressively) after every person, squirrel, etc...any good ways to work on this?

She's had 2 obedience classes and the gentle leader harnesses havent worked out....the only thing I know is to go in another direction when they pull or stop until they stop pulling....but that doesnt work either...

I admit I havent trained this skill as much as I should, but it's hard to want to keep walking in circles and stopping every 3 feet when no progess seems to be made
