I think it depends on what your "outdoor" situation is.
If you live in an apartment, and there are all sorts of dogs that use that outdoor area that your pup would use, then I would keep the pup indoors until two weeks after all of the shots are completed.
If you live in a house with a fenced in back yard and there are never any other dogs back there (unless they belong to you), then it would be OK to introduce them to that area and start training them to potty there.
Re the insurance, you might want to read the fine print. They may or may not allow what you want to do wrt getting coverage before you actually take possession of the pup.
