Some areas do not need to give heartworm preventatives monthly year round. The problem often is that people forget to give them if they are not in the monthly habit of doing it. But...no I do not believe this is a money maker for vets...if they wanted to really make money, they could ignore it and let people's pups get heartworms..the treatments are expensive.
