Wow, that is very weird. I think I might just be firm and tell Noah, "Enough of this nonsense !" Walk toward Noah until he backs up. I am not there to see what triggers this but you are very good at spotting changes in your dogs behavior, so keep a lose watch and try to see why Noah is becoming upset. Oh is Westly neutered ? Is Noah ? just wondering if it is the smell of anal glands that need expressed ? Sorry that I just have to guess about why he is doing this.
