Why don't you let the vet check to see if there is something going on? She may have a tiny urethra or has spasm making it hard to go or it hurts & she holds it on purpose until she has to go. On the other hand, if she is getting enough water, maybe she is a tense dog who's not yet relaxed enough & holds herself until she has to go for that reason. I would tell the vet & let him check her for anything unusual. Usually dogs that young I've been around pee at the drop of a hat all through the day & even night.
