I have no clue what was wrong with my puppy's coat - but I cut it off as soon as possible. His puppy coat was black/tan, oily, thin, matted, and totally impossible to comb. A weekly bath did nothing to help this. (I was ready to completely shave him!)
This puppy hair was was cut off before he was 3 months old. The hair following this terrible coat is silver/tan, not oily, straight/a little wavy, much thicker, easy to comb, and never matts. It is totally different hair. And, I need to bath him much less often.
So - there's hope!
