To me, this looks exactly how Wylie looks when he gets pyoderma (a staph intermedius skin infection). It can look like this during the infection, prior to it, and it can look like this when there is no apparent infection (no bacteria under scope), but when pollens are high and the dog is scratching the area and/or it becomes inflamed.
The only way to know is to go to your vet, and ask for a skin smear. They could also tell if it was a flea allergy rather than pyoderma.
