no i don't think it is too late to potty train him .
do you have an x pen ?
that would give him/them more freedom during the day but still confined so they cant pee all over the place.

what you do of course is your decision , but i personally do not believe in leaving a dog in a crate all day .
mine are in their crates at night only , just for sleeping.
