Thank you guys. I'm going to anonymously call. The guy is kind of intimidating, so I don't want to confront him, nor do I know what would benefit from confroning him. Of course he will deny it.
Maybe the least that happens is the animal control people come and check on him and he stops doing it out of fear. |
