Thats a tough situation, but I think you have enough reason to take action...I would call animal control. They should come check it out and do something if abuse is happening....if not, you dont know the neighbors anyway so you're not losing any friends. If they confront you, just explain your concerns and then you can always call the police as a last resort if they hassle you. |
