You can see they've posted and it says something along the lines of so and so is on your ignore list, so you can totally see that they posted, and then there's a link that you can click that says show post! It's even more noticable than not having them on ignore!
And yes, if someone else quotes them, the original post of the ignored will show up. I don't think the ignore function works.
