I don't really have any suggestions for you. I currently use a brand just simply called "Value Training Pads." They are 22 x 22 inches and have worked great! They were the cheapest ones I could find at Petco at the time - there are 100 per box and they were less than $20 on sale. I think they quit making this brand or Peco quit carrying them. I will be in the market for new ones though as we are about to run of the ones we have left. I have in the past used Four Paws Wee-Wee Pads brand - these are 22 x 23 inches. I will probably go back to using these. Jack goes outside to potty now but still will use the potty pads if we don't pick up on his signal that he has to go potty (he is very subtle) or if the weather is ugly out - he would rather stay dry and warm than be out in the rain or snow. I have not had experience with any others but the ones I have mentioned work really well and are very absorbent.
