Do you mean "is it ok if your dog plays with another dog that hasn't had it's rabies shot yet? or hasn't actually had the rabies disease?"
I would never let my Yorkies touch any dogs that haven't had their full shots.
It's like letting your kid play with a sick child, it's just not smart.
