Depends on the cloth harness -- some cloth designs are much better than other cloths. I prefer the Buddy Belt's design for many reasons:

1) It truly comes nowhere near the neck, so there is no risk of harming the trachea, even if the dog pulls
2) It is so easy to put on and take off that even my 74-year old father can do it in seconds
3) My boys are very comfortable in these harnesses and walk nicer in them
4) The Buddy Belt is incredibly durable, yet light weight and soft, and still looks great after years of use. We put about 4 miles a day on ours and have never cleaned or treated them with anything (although BB recommends you treat them).
