I think you all just need to do what I did.

Move across the street from the Mayor.

There are NO stray dogs or cats in my neighborhood. When you live in the neighborhood with the guy that runs the town, you don't break the leash laws! Even he is owned by a doberman pinscher and I have to say it's WELL trained.

OP: It's a tough call. Just remember that while your heart may feel bad, you can't save them all. Contrary to popular belief, some of them are capable of saving themselves. I'm pretty sure my dogs are smarter than most of my clients.
