They may still "love" their dog on some level, but honestly if a person cannot afford to care for their responsibilities, then perhaps they need to let someone take them who can. That is not mean either...and no, they are not bad people unless they sit and let an animal suffer...then, I have to say they are indeed mean. There is more to loving a pup than feeding it and professing to love it.
