It is two leashes...but they can over lap, tangle and slide around. The leashes attach to the one seat belt(lap belt) so a leash can move the whole run of the belt. The one big seat only uses one lap belt to hold it in allowing both dogs leashes to be belted to the lap belt. Does this make sense?
