9 weeks is really, really young to be taken from the Momma. Reputable breeders don't let their pups go until after 12 weeks for the very reason you're experiencing now.

But since this pup is so young, I'd recommend having food out 24/7 for free feeding. That way the little one can grab food whenever. Since she's so young, you need to be making sure she's eating, just like a newborn baby.

Make sure you have the number of an ER vet in case she gets worse throughout the night.
