HELP can you tell me what we can do to stop them from thinking that the carpet is their wide world potty?

We have tried potty pads and they refuse to go on them, and it's in our half bathroom we take them after they wake up and after eating and stay 15 minutes with them in what we can the potty room and nothing works.
