Tufty is only 15 weeks old and both he and Teegy go outside.
I'd say just watch him and when he makes signs of sniffing for a spot or going to the pad, grab him walk him to the door, put him down and walk out making him follow and don't come back in until he does. Be sure to reward and praise him
