My suggestion is to try the wee pads again. When Romeo was a pup shredded the wee pads as well but as he got older the habit died (didn't take but a few months). If your baby has free run of the house then maybe some strategically placed wee pads will do the trick. I have the opposite problem in that Romeo will ONLY use wee pads and that too in the house...the little man holds his wee for hours until we get home and I am so afraid he will get a UTI.
