oh im sorry its a hard situation and i do understand because my princess can get snappy with another dog if she fears them or what not. i always pick her up. its the only control i have. thankfully the unleashed dog has never jumped up on me. your doing your best to socialize her with walks and unfortunately people think every dog is ok with other dogs or humans. sorry i wish i could offer you more help on the situation but im so sure others will have great suggestions.
