well, imo you should not take her to any place where there may be dogs running loose. Maybe you could get in touch with a dog trainer to help you with socializing her to other dogs.
you never know how other dogs are going to react to her behaviour . It could be fatal...
of course you are doing the best you can but maybe you need a little help.
talk to your vet & maybe they can put you in touch with a trainer to help resolve this issue.
