Default Watery Eyes/food allergy?

Hello everyone! Our Pixie June is 17 weeks old today and eating Royal Canin yorkie puppy food. She has had watery eyes since we got her and I've always wondered if it might be from an allergy to her food. She does bite at her skin every once in awhile but not constantly.
I have been wanting to switch her to Fromm after reading so many good things about it here, BUT I'm not sure which one. If her watery eyes are because of an allergy, how do I know which ingredient it might be?
I think Royal canin has both corn and wheat in it.....should I try a grain free food from Fromm? Or could it be the chicken meal in Royal Canin?

I realize she might just have watery eyes because it is a yorkie thing (I do keep the hair around her eyes very well trimmed so I know this is not the problem) but I can't help but wonder if it's an allergy. There have been a few times where I've noticed that her face was nice and dry while eating and then a little while after she's finished her eyes begin to water. That could very well just be a coincidence though!

I tried emailing Fromm to see about getting some samples, but I haven't received anything back from them, I found one shop locally that sells large bags from them but they had no samples. They did have samples of Acana and Orijen which were my next two picks. I would love any advice!
