  You cannot let a dog loose outside of a very safe fenced area. If other dogs are there you cannot let her off the leash. You have to give these pups PLENTY of exercise indoors and out. They have very active minds and bodies. Long brisk walks at least twice a day will help her. I even play fetch indoors with my Gracie. Many times they don't want to poo near where they pee. You need to watch her constantly. Never let an untrained puppy out of your sight.
 If you don't have the time to spend training and giving her exercise then maybe you should re-home her. She is a high energy dog that needs lots of care. She probably will find a way over your gate and that is a very dangerous situation. You could try putting her on a harness and leash and keeping her tethered to you at all times. A puppy left to it's self never learns anything. Keep her with you and will be able to see her signals as to when she needs to potty and you will keep her from being destructive which is the next thing that will come up.
