Is your baby still a puppy? If so, I would just wait and let her grow into it. If you aren't familiar with sewing or patterns, then where you think the velcro should be can be way off. Unless your baby will be patient with fittings that is. I was a techincal designer (professional "fitter" LOL) for years on humans, and on an animal it's much harder. A 1/2" to 1" on a human makes the difference of one whole size, imagine the difference on a yorkie baby.
