Here what I would do. Take a seam ripper and break the stitches holding on the velcro and remove the velcro...Buy some Liquid Stitch like Amyee said, and use it to hold the fabric once you fold it over neatly to a size to fit your baby, This is the tab where the velcro used to be..

Then use some iron on velcro and place it on the tabs and iron it on....if you need an iron, Walmart has a teeny tiny one for $9.98 in the crafts dept.

Dresses will then fit your baby...

(PS if you want to iron everything, buy Stitch Witch tape instead of the glue and iron it on-)
