What she is saying is that the couple who is turning their puppy over to rescue is stationed in Virginia. They have PCS orders to Hawaii. It sounds like they are driving to New Jersey then going to Hawaii from there. So the couple is going to hand over the puppy they are turning into rescue to another person on their way. I think this is what is happening.
