I don't understand this either but I suspect that it has something to do with the way our "usda" meats enter the food chain. It is a disgrace the way cattle and other animals raised for food are treated. There is a strong lobby that keeps watering down every legislation that is brought forward to regulate puppy mills. There has to be a connection some where.
