Is it common that breeders don't give registration papers until they get cert for spay/neutered? I think it is really a good way to encourage the owner to have their dogs fixed but it doesn't seem to be something that many breeders pay as much attention about that. If you want a pet quality dog for companionship then it doesn't seem as important about the paper, but then.. people's interests and passion could expand as you get to know the breed. When I was in Japan, I didn't know much about registration or spray/neutered stuff.. then now I am on YT often and when I see pet quality dogs not getting fixed... I feel a little.. akward.. Not that I am upset.. but feel strange.
