Use a very short leash on both of them (just long enough to reach from their harness to your hand) and walk them on each side of you not letting them be able to get to each other. Walk them like this for a few days or however long it will take for them to act like a pack and to bond. Then you can let them get near enough to each other to see if they have accepted each other on walks, but not close enough to actually fight. Just keep this up till they stop the fighting.
