My two are 3.5 and 2 and they are still restricted to one room for most of the day. I make it a positive experience and give them a treat every time they go in there, and they go up the stairs voluntarily and are always excited. My DH comes home every day at noon to let them out and play with them during his lunch, and then they spend the rest of the day with free range. They seem to be less destructive when I do this... So it's probably the way it will be for their lives. I have left them out all day before, and they always find something to get into (garbage, the cupboards, potty mistakes etc).
Once it becomes a routine, it will be easier on her... I promise
