Potty training is all about being persistent and being consistent. You have to watch their every single move and as soon as you see them squatting, dancing, or circling like they want to go potty, you need to tell them no, swoop them up, give whatever command (we used "go potty on the paper") and put them on the potty pads (or where ever you want them to go). The key to this, is to not them off the pad until they have gone potty. Once they do go potty praise, praise, praise them! Then you can play a bit with them with one of their favorite toys and even give them a little treat. I wouldn't treat them every time but definite praise and playtime. Good luck to both of you!
