Yes, but what if the dog gets the disease or carries it and exposes other dogs to it at the day care. What about human children who contact whooping cough at school. Because someone didn't vaccine their kid.

For dogs as well as children if you don't want to vaccinate then they should be home schooled / not in public doggie care.
