My gut originally was to go with Healthy Paws, but now I am leaning toward Pet Plan. It also has very good reviews, and over a lot longer period of time. Here is what I like about it: it covers exam fees, it covers dental care (for illnesses / accidents), it covers alternative & behavioral therapy, and there is no waiting period for covering hip displasia. These are all benefits over Healthy Paws. However, it is a per incident deductible. And I do not like that at all. Decisions, decisions!
