I would suggest running a general bloodtest, heartworm test, and a hypoglycemic test, if you havent done so already. Itll rule out any diseases and this way you will know if it is just neglect that is making his coat dull. Plus its always a good idea, and that way you can have the results to compare to incase he gets sick later on.

Just wanted to clarify that the people that had Echo are the ones that gave him so much vet care and nursed him back to health, apparently when they got him he was much much worse. So I thank them for taking him and and making him better and adopting him out to me. He still has a way to go.
