Awh, very happy to hear he found someone that cares about him. Im sure it must be so hard to see him like that. Is he warming up to anyone at all?
I would suggest running a general bloodtest, heartworm test, and a hypoglycemic test, if you havent done so already. Itll rule out any diseases and this way you will know if it is just neglect that is making his coat dull. Plus its always a good idea, and that way you can have the results to compare to incase he gets sick later on.
