This sounds like a possible bonding/trust issue. Do you take her for walks with a harness and a leash? That will help with bonding, and will also help tire her out.

Has she ever been dropped, or jumped out of someone's arms? This can scare them and it will take time and patience to get them to trust being held again. Instead of trying to pick her up, try sitting on the floor with her, and have a treat ready when she comes to you. Praise and treat her when she comes to you, if she runs away, don't chase after her.... this becomes a fun game for her.

If she climbs in your lap, but wants down after a few seconds, let her down. Gradually she will want to stay longer in your lap.

Use treats like Cheerios, that you can eat too. This should get her interested in coming to you to see what you're eating... then give her one or two. (but don't share your meals with her).

Once she really starts bonding with you, the biting should stop. Putting a tiny bit of peanut butter on your fingers will encorage her to lick your hand, instead of biting it.

Going after feet.... she may want to play... tell her 'Ah, ah!' and redirect her attention to a favorite toy instead.

Some of these suggestions may or may not work. I do recommend you try them out, sometimes it may take two or five times before you'll see any effect.
