Hmmm, my yorkie Tatiana never had this. But it reminds me of MY skin condition (I have terribly sensitive skin).
How about using hydrogen peroxide? That's what I use when I have a bumpy, peeling flare-up. I would soak a cotton ball with hydrogen peroxide, and gently clean and dab the problem area. I would do this about three times a day until it clears up.
