Crowded places like summer festivals, picnics, flea markets, etc. are too dangerous with my tiny and even small dogs to be walked on leads. People simply can't always see them that low to the ground when they're focused on things at eye level. Using a stroller is perfect for these times. I will use bags if it's cool enough, but with warm weather I prefer the stroller. Beyond the heat consideration, I can be hands free with a stroller.
All of my dogs do walk in our neighborhood (or other areas without crowds) on leads...bigger to tiny all love to walk!
