If nothing else you can get as many people as possible to contact your local legislators asking them to do something to set up regulations for kennels, in particular puppy mills that keep dogs in such deplorable conditions. Noting will ever be done until people get involved. Get someone in there to take pictures and post them all over the state. As long as this is a dirty little secret kept for the advantage of those who exploit animals nothing will ever change!
