If they where attached to tendon and bone, and firm I wouldn't worry, but they're only attached by skin so they're very loose and dangling. Maybe since they are only attached to the skin, it wouldn't be that big of a deal to have them cut off. I'd ask my vet for his opinion. I think I'd wait till he had to be put out anyway, like with a dental or something.
