Well, it may show that he is just highly excitable with new conditions and people. He just needs to take things slowly. I don't think he really wants to hurt anyone. Sometimes they will try to grab hold of someone when they want to get them to stay still. My Gracie used to do the same when company would come. She was so excited to see new people that she would just act crazy. I had to put her on the leash and make her mind until she calmed down. It takes time but you have to be consistent and make him sit in order to get attention. Don't reward bad behavior but reward him when he sits and lets people meet him calmly.
