Is drooling normal in a Yorkie? Kind-of yes and kind-of no. How's that for an answer?
Drooling is normal behavior for a dog who is stressed. Dolce is showing you how much anxiety she has about being around these other dogs. Do most of our Yorkies drool like that? I think the answer is probably no.
There is a great article on desensitizing dogs to other dogs on ClickerSolutions.com. It takes time and patience, but would probably be well worth your effort expecially if you are expecting her to be around these other dogs frequently.

You might also consider consulting a trainer privately. It's not an unusual problem. A good trainer would have lots of experience with this. Be sure you use a trainer who uses
positive methods only! Anything less than positive will probably make Dolce worse.
