Angry P.O.'d: Terrified Yorkie at Daycare

I rarely am so worked up that I post but you will be angry, too, when you hear this. My fur-baby and I were shopping in a store that belongs to a well-known national chain and stopped to look at the dogs in the attached daycare. I immediately noticed this little Yorkie who is about the size of mine (less than 3 lb.) shaking and trying to hide next to the belly of a medium-sized dog with longish fur - looked like this one was acting maternal toward it. It really looked like the Yorkie was trying to make himself look small and hide as there were about 15 dogs in this one room, and some of them were LARGE dogs (big as Weimaraners/ Dobermans)!!! Never saw a dog look so unhappy. If the obvious dangers weren't enough, he could simply die from fright!! Thought this place swears they never mix dogs of different sizes - but that's not what I saw. It was all I could do to keep myself from going in there and take that poor little Yorkie out of that room (and probably get arrested). Am I over-reacting or is this as dangerous as it looked?
