A small male doesn't do anything to guarantee the safety of the female. The female is the one that controls size in utero. Many inexperience breeders think that breeding a large female with a small male with give them offspring that is smaller than the female, but this isn’t true either. You don’t just average out the damn and sires weight to predict offspring’s adult weight. That’s why experienced breeders study the lines of their dogs. No one thinks she "wants" to harm her dog, but I can tell you this, experienced breeders take breeding very seriously and know that each pregnancy has many risks for the female.
